
Lockout/Tagout (LOTO) is a set of safety procedures that ensure dangerous machines are properly shut off and cannot be started again while maintenance or servicing work is carried out. A worker isolates each hazardous energy source, applies a personal lock and tag, and keeps the only key — so the equipment cannot be re-energised until that worker removes their own lock.
Why lockout/tagout matters
Uncontrolled hazardous energy — electrical, mechanical, hydraulic, pneumatic, chemical, or thermal — is one of the leading causes of serious industrial injuries. A machine that restarts unexpectedly during servicing can cause crushing, electrocution, burns, or amputation. A disciplined LOTO program removes that risk by guaranteeing that energy stays isolated until the job is done.
In Uzbekistan's oil & gas, power, mining, and manufacturing plants, a documented LOTO program is also a core requirement of modern HSE management systems and international client audits.
The six steps of a lockout/tagout procedure
OSHA standard 29 CFR 1910.147 (Control of Hazardous Energy) defines the framework most programs follow:
- Prepare — identify every energy source feeding the equipment and the correct isolation points.
- Shut down — stop the equipment using the normal stopping procedure.
- Isolate — operate each disconnect, valve, or breaker to cut off the energy supply.
- Lock and tag — apply a safety padlock and a danger tag to each isolation point, using devices such as lockout hasps, valve lockouts, or cable lockouts.
- Release stored energy — bleed, drain, block, or discharge any residual energy (springs, capacitors, trapped pressure).
- Verify — test that the equipment will not start before any work begins.
One lock, one key
Every authorised worker uses their own padlock and keeps the only key. Master-keyed padlocks are not permitted in a compliant program, because they let someone else remove a lock the worker depends on. For group jobs, a group lock box lets every worker add their personal lock to a single isolation point.
